Julie, who joined the port in 2013 after a 23-year career in public affairs with the City of Portland, plays a key role in community engagement. She oversees public tours, the port’s lecture series, and its sponsorship of community events. Her deep connection to the region and passion for building relationships make her a trusted advocate for the port’s role in the community.

Ryan, appointed Chief External Affairs Officer in 2025, leads the port’s External Affairs department, where he oversees communications, community outreach, government relations, and marketing. With a background that includes serving as district director for the U.S. House of Representatives (WA-03) and advanced degrees in public relations and organizational development, Ryan excels at fostering partnerships across government and the private sector.
